摘要

绩效管理体系设计是建立现代企业人力资源管理的核心。如何设计和建立一套部门学的,符合我国国情的,适应企业战略发展需要的绩效管理体系,以促进企业绩效水平提高,增强企业核心竞争力,已成为一个非常重要的课题。

XX移动通信公司是一个地方性的移动公司，虽然建立起了符合市场要求的现代企业组织结构形式，并以市场为中心转变工作重点，建立以业绩为导向的考核体系，但是在管理理念、管理方式以及规章制度上与企业经营相脱节;业绩评估更注重短期的发展计划和财务指标，不能根据总体战略对企业未来发展前景和获利能力等成长性指标做出评价。

本文首先从有关绩效管理的理论出发，探讨绩效管理的有关概念、方法和工具，并结合XX移动通信公司目前的实际情况，针对XX移动通信公司人力资源管理中的绩效管理问题，设计符合XX移动通信公司发展的绩效管理方案。
