随着经济发展的全球化以及国内外环境的快速变化,政府需要面对日趋繁杂的公共事务,这对政府的能力是一大挑战。而公务员作为政府的人格化身,其绩效水平决定着政府管理国家经济、社会和政治事务的有效性,构建科学、有效的公务员人力资源流动制度具有十分重要的理论与现实意义。
我国政府公务员作为人力资源的一种,和企业一样,将来会逐步走市场化配置、进入市场化运作步骤。为此,本文首先研究人力资源流动的有关概念和理论。随后分析了我国公务员流动的现状、问题,最后提出了以体制变革的解决方案。

Abstract
With the economic development of globalization and rapidly changing environment at home and abroad, the Government needs to face the increasingly complex public affairs, which is the ability of the Government are a major challenge. And civil servants as the embodiment of the Government's personality, its performance determines the level of government management of national economic, social and political affairs of the effectiveness of building a scientific and effective system of civil service human resource flows is very important theoretical and practical significance.
China's government officials as a kind of human resources, and enterprises, the future will gradually take market allocation, steps into the market-oriented operation. To this end, this paper studies the flow of human resources related concepts and theories. Followed by an analysis of the flow of China's civil service status, problem, and finally put forward a system of optimized solutions.
